WHAT YOU'LL DO

You will provide IT network and program requirements analysis to support Navy’s alignment to DoD network architecture to include, but not limited to, specifically the Secure Tactical Assured Command and Control (STACC) and Consolidated Afloat Network Enterprise Service (CANES), and other Navy enterprise-wide IT and communications programs. Analyst will research technical requirements and capabilities of Navy’s communication programs, networks, and provide detailed analysis of technical and funding requirements to senior Navy leadership within OPNAV N2N6. The analyst should also be able to perform detailed financial analysis to provide assessments of network capabilities and requirements to support and defend Navy network investments during each phase of the Planning, Programming, Budget, and Execution (PPBE) cycle.

WHO YOU'LL BE WORKING WITH

You will be based in our Arlington, VA office as a valued member of Boulevard’s management consulting team with a specific focus on network requirements, communications, and IT. You’ll interface regularly with Boulevard leadership as well as leading national security and defense executives.

WHO WE'RE LOOKING FOR

The analyst will participate in planning and support of Navy and DoD IT meetings to assess policy, requirements, and financial data to accurately present Navy positions to senior Navy leaders to inform critical decisions on network strategy, requirements, policy, and investments. This position will involve interfacing and liaising with numerous Navy and DoD IT network stakeholders; coordinating, leading, and participating in stakeholder meetings; and collecting and analyzing Navy communications and network requirements.

BASIC QUALIFICATIONS

  • 7+ years of experience in a professional work environment

  • Experience with IT network requirements, including Navy or other DoD Services

  • Experience in PPBE and requirements generation process

  • Strong proficiency in with Microsoft Office Suite including Word, Power Point and Excel

  • Strong technical, analytic and communication skills, capable of developing and briefing material to senior client leadership to support decision-making

  • Ability to contribute in a team-oriented environment

  • Ability to work independently, collaboratively, creatively, and utilize technical and analytical skills to lead client initiatives

  • Active Secret Clearance

ADDITIONAL QUALIFICATIONS

  • Experience working with Navy or Service staff as military, civilian, or consultant, including Joint Staff, OPNAV, and Navy Systems Commands

  • Experience with Department of Defense and Navy IT policies, technical and network requirements, architecture

  • Possession of excellent oral and written communication skills

  • BA or BS Degree
